School & Mass Education Department –  e-Sishu (Child Tracking System-2005)

Sarva Shiksha Abhiyan (SSA) of Government of India is an initiative to provide free and compulsory quality education up to age of 14. Odisha Primary Education Program Authority (OPEPA) launched the project e-Shishu to track both school going and out of school children of the state within the age group of 0-14 yrs and bring them back to the mainstream of schooling.

Project e-Shishu was conceived by OPEPA and implemented by OCAC in the year 2005. A database of 10.8 million children (0-14yrs) of the entire state was generated using Intelligent Character Recognition (ICR) Technology. Web-enabled application software was developed and enabled through the portal www.opepa.in .

 

The project received the following awards:

  • Fifth India Tech Excellence Award 
  • Best Government Website in the “10th National e-Governance Conference- 2007”.
  • Prime Minister's Award for "Excellence in Public Administration" for the year 2006-2007.

 

Panchayati Raj Department - BETAN (Payroll Information System)

The Payroll Information System has originally been developed for Panchayati Raj Department which was later on customized as per the requirements of various Departments of the Secretariat. The salary bill processing in the secretariat for 34 departments consisting of 1 Lakh odd Employees was a mammoth task. The pay bills used to be computed manually and the billing staff had to work overtime to ensure timely submission of pay bills to the treasury. Coordination of processing of salary bills across 314 blocks of 30 districts was a prodigious task and doing it month after month is a tedious activity. So it was contemplated to develop software for distributed processing on a click of a button and uploading the processed data to a central location.     

This Java based solution integrated to Oracle database has been housed at NIC. More than 480 DDOs enter monthly data at their offices and upload the processed monthly bills to the centralized database for further processing and release of payment through this software. The web based software named BETAN has been implemented in 314 block offices, 30 DRDAs, all RD Department Divisions across the state and also all the departments within State Secretariat. It has been planned to be implemented in all the line departments across the state. 

State Election Commission – Preparation of Electoral Rolls and Photo Identity Cards (EPIC Project)

As the State-level agency of the Election Commission of India, OCAC has developed a highly effective package for the creation and management of the electoral roll database and preparation of Photo-ID cards.

W&CD Department, Govt. of Odisha  –  Scheme Information System       

To ensure transparency and accountability in the implementation of all the 26 schemes of W&CD Department, a Web based pilot project “Scheme Information System” incorporating functionalities such as data updation facility, data browsing and reporting, grievance management, scheme wise annual fund sanction and release has been developed and implemented by OCAC in Koraput district.

The district and block level officials have been trained on the software and the application is being used by the Department for dissemination of information as well as monitoring of the schemes. The same system will be rolled out in all the districts of the state in the next phase.

 

Food Supplies and Consumer Welfare Department –  PDS Information System

PDS Information System is to maintain transparency and accountability into the Public Distribution System through Web publication of information on District/Block wise allotment of food grains, distribution of food grains through the distribution network of Storage Agents, Retailers, Wholesalers and Sub-wholesalers, Publication of Beneficiary list and incorporation of Grievance management. This project was a pilot project for Nawarangpur district under 9/9 matrix e-Governance initiative which can be accessed at www.pdsorissa.in . The initiative has been planned to be replicated in rest of the districts of the state in the next phase.  

 

Bhubaneswar Development Authority –  Customer Care System

Customer Care System has been implemented in Bhubaneswar Development Authority (BDA), under the administrative control of Housing & Urban Development Department, Govt. of Odisha. The Project is a web enabled Integrated Software Application to provide a Single-Window Solution relating to allotment of various Properties – Residential and Commercial Housing Complex Projects to customers with following features:

  •      Web-based, Customer-Centric  Information Portal  and Web Application
  •      Focus on Customer Orientation Programme  and Counseling
  •      Local /Country /NRI or International customers can make query regarding Application Position, Demand-Collection-Balance and information regarding Conversion, from the        Installment Scheme, to Out-Right-Purchase Scheme (ORP), One Time Settlement Scheme (OTS) etc.
  •      Automation – (Sales / Receipt/ Verification of Application Form, Allotment Process, Updation of  Allotment Register and Demand-Collection-Balance (DCB) Register, )
  •      Automated Document Printing - Cheque, Possession Document, Sale Deed, Customer wise Outstanding Due Statement etc.
  •      Issue/Despatch of Cancellation/ Possession Notice, No objection Certificate (NOC) for Third Party Financing, Refund Voucher for rejected application, Reminder to customer through auto-e-mail facility etc.
  •      Customized Query by Customer, using Simple English, to retrieve information on pre-built Report Templates from the database.
  •      Provision to track Ownership of Property

 

Odisha Tourism Development Corporation – Hospitality Management System

OTDC (Odisha Tourism Development Corporation) is the government nodal body which looks after the tourism development in the state of Odisha. It provides tourist information as well as other ancillary services like boarding and lodging facilities, tour packages and transportation services. Previously tour package bookings and hotel reservations were being done manually and tourism related information was not available at a single location. The billing and inventory management in various hotels run by OTDC was also manual based.

The solution provided to OTDC is a tourism portal having on line hotel booking facility with Hospitality Management System (Front Office, Food & Beverages, Billing & Accounting and Inventory Control) integrated into it. 

 

Directorate of Animal Husbandry & Veterinary Services – SMS Based Reporting System

Directorate of Animal Husbandry & Veterinary Services, Odisha is responsible for all round development of veterinary sector of the state of Odisha. The major functionalities of the Directorate include periodic enumeration of different animals existing in the state, identification of diseases, supply of medicine, safety measures through supply of vaccines etc.

The basic objective of the implemented system is to obtain critical information like artificial inseminations done, disease outbreak, number of animals affected and died, availability of liquid nitrogen for AI etc from block level offices like VAS/ KV, VAS/ LO, ICDP at weekly interval through SMS and store in a central database at the Directorate. This will help in generation of MIS Reports for decision making. Besides, it is also possible to broadcast messages instantly to these locations from the Directorate. The basic idea behind this solution is to facilitate  SMS based communication system for information sharing and timely action. A communication data base of all messages is being maintained for purpose of monitoring and check back in case of any queries. This solution is not only cost effective but also helps instant communication between the Headquarter and field offices.

 

The system has been implemented in 1 month.

W & CD Department – e-Pragati

W & CD Department plays an important role in formulating policies and implementing schemes for development and welfare of children (0-6 years), children in primary school, adolescent girls, women, widows, pregnant women, lactating mothers, old, infirm and destitute in the state. The objective of the project e-Pragati is to provide a web based solution for online tracking and subsequently monitoring of the functioning of all the 41697 Anganwadi Centres (AWCs) in the state thereby ensuring transparency and accountability in the system.

In Phase-I of the project, the infrastructural details of the AWCs containing demography, Anganwadi Worker details and Supervisor details have been collected and put into the database. This has also been successfully launched in the web for public.

 

Health and Family Welfare Department – Computerisation of SCB Medical College & Hospital, Cuttack.

SCB Medical College and Hospital (SCBMCH) provides round the clock service to patients. Each day 3000 patients (approx.) visit the OPD of SCB Medical College. The objective of computerization of SCBMCH is to provide better by streaming patient registration process.

Wide Area Campus Network has been established for implementation of the on-line Registration System connecting OPDs with all departments. Application software for this purpose i.e. “OPD Patient Registration” has been developed and implemented. Start from Registration capturing the disease during subsequent visits of the patient. Oracle 10G Database on Windows 2003 and Apache Tomcat Server has been utilized in this project.

 

Improving Citizen Access to Information (UNDP Supported Project)

OCAC has implemented the programme in Kalahandi district in close collaboration with the district administration. A UNDP-funded project, Department of Personnel and Training (DoPT), Government of India, had sanctioned it to OCAC.

 

Employee Database for Finance Department with DFID and Bannock Consulting

DFID's IT consultant Bannok Consulting, UK signed a Memorandum of understanding with OCAC for development of Odisha Government Employees Database. The project is already operational in the State Secretariat.

 

Computerisation of Land records

Post-computerization, it has become convenient to update land records. All land records along with software of Mayurbhanj district, except Karanjia tehsil, were updated till March, 1995, and handed over to respective tehsils in March, 1997, while those for Baripada (17 RI Circle, 1059 Villages), Badasahi ( 7 RI Circle, 224 Villages) and Rasgovindapur (2 RI Circle, 72 villages) in Mayurbhanj district have been submitted to different tehsils.
