National e-Governance Plan (NeGP)

Millions of citizens waste hours attempting to access government information and services that should be rightfully theirs 


 Make all Government services accessible to the common man in his locality


The Government of India has approved the National E-Governance Action Plan for implementation during the year 2003-2007. The Plan seeks to lay the foundation and provide the impetus for long-term growth of e-Governance within the country. The plan seeks to create the right governance and institutional mechanisms, set up the core infrastructure and policies and implement a number of Mission Mode Projects at the center, state and integrated service levels to create a citizen-centric and business-centric environment for governance. The National E-Governance Action Plan was presented to the Hon'ble Prime Minister on 6th November, 2003. The Plan has been approved in-principle and endorsement has been given to the overall program content, implementation approach and Governance structures. However, for budgetary outlays separate approvals from Planning Commission/ Ministry of Finance are envisaged. 

Key observations made while endorsing the Plan

  • Adequate weightage must be given for quality and speed of implementation in procurement procedures for IT services
  • Incorporation of suitable system of incentivization of states to encourage adoption
  • Trend of delivery of services through common service centres should be encouraged and promoted
  • Wherever possible services should be outsourced
  • Full potential for private sector investment should be exploited
  • Connectivity should be extended up to block level through SWAN

Government Systems R&D to be undertaken

The National e-Governance Plan (NeGP) is part of the National Common Minimum Programme for providing e-governance countrywide by bringing government services to the doorsteps of the citizens. NeGP is formulated on the three pillars model for delivery of these services, namely

          •  State Wide Area Network (SWAN)

          •  National Data Bank/ State Data Centers (SDC)

          •  Common Service Centres (CSC)

NeGP : Developments So Far in Odisha

  • The e-Governance roadmap of Odisha was released on 14th June, 2006 by Hon'ble CM.
  • It comprises the following :
    • e-Governance vision
    • e-Governance Strategy & Blueprint
    • Capacity building roadmap
    • Detail Project Report
  • It has identified 15 Deptts where MMPs are to be taken up for providing more than 200 services.
  • It lays down State-wide e-Gov architecture which includes core policies, infrastructure & applications and also lays down the Institutional Framework by way of a State eGov Council, State Information Technology Services Board, State eGov Mission Team (SeMT), Project eGov Mission Team (PeMT) and District Information Services Council (DISC).
