Odisha Computer Application Centre (OCAC) was registered under Society Registration Act 1860 on dated 21-03-1985. It was earlier under the administrative control of the Science & Technology Department, Govt. of Odisha and now it is under the administrative control of the IT Department (Currently Electronics & Information Technology Department) in the year 2003. OCAC has been designated to function as the Technical Directorate under the Department of Information Technology vide the resolution No. 1637/IT/IT(OCAC)08/2003 dated 05.08.2003.

Initially OCAC involved in computerization in departments, provide computer educations/ training and assist government departments in procurement of hardware and software, etc. In the later period since 2000, the role of OCAC underwent a massive change due to advent in technology, growth of IT/ITES services, growth of IT industry in Odisha, software export, e-Governance programs sponsored by Government of India, citizen centric e-services, etc. The tasks of OCAC have gradually increased from training and procurement to Execution of e-Gov projects, implementation of Capacity Building programmes, Manage Special Purpose Vehicles, Industry Facilitation & IT Promotion etc. Notification of ICT policy 2014 added new dimension to the new activities as OCAC being the nodal agency entrusted with job of single window clearance for investment up to certain limit in IT/ITES/ESDM fields. 

Odisha Computer Application Centre (OCAC) the Technical Directorate of Electronics & Information Technology Department, Government of Odisha is a nodal Directorate in the matters of IT, ITES and Communication. The directorate plays a vital role in formulating and implementing policy matters in Information Technology, ITES, Electronics and Telecom; promotion of Odisha as an ultimate ICT destination for investment and facilitating ICT industries; assisting other departments for effective e-Governance and capacity building; Promotion of ICT based education in the State.

It has contributed significantly to the steady growth of IT in the state. It helps IT to reach the common citizen so as to narrow down the Digital Divide and widespread applications of IT in establishing a system where the citizens are receiving good governance in addition to ensuring speed of decisions from a transparent Government through an effective e-Governance System.
