E-DISTRICT

e-District is one of the 31 Mission Mode Projects (MMPs) being implemented under the NeGP. The primary objective of the e-District project is to enable service delivery by the Collectorate, Tahasil level units and village level units of the district administration to citizens in an efficient and transparent manner,by automating the workflow system and internal processes of the administration of the districts by introduction of Information & Communications Technologies (ICT). The project was envisaged for eventually delivering the citizen centric services of the district administration through Citizen Service Centers (CSCs), nearer to their door step.  The broad objectives of implementation of e- Districts project are as follows:

 

  • Delivery of services through Common Service Centers (CSCs) by leveraging the common infrastructure of SWAN, SDC and CSC in a time-bound manner.
  • Efficient delivery of services with improved Service Levels by undertaking extensive Business Process Re Engineering of identified services.
  • Providing easy access to Government Services to ensure reliability, efficiency, transparency and accountability.
  • Reducing direct interaction of citizen with the Government and encourage ‘e’-interaction and efficient communication through portal
  • Reducing number of visits of citizens to a Government office / department for availing the services and thereby eliminating harassment.
  • Reducing administrative burden and service fulfillment time & costs for the Government, Citizens & Businesses
  • Enhancing perception & image of the Government and its constituent Departments
  • Extensive Capacity Building and training of field level functionaries to ensure smooth migration to electronic delivery of eDistrict services and phasing out manual delivery of services.
  • Application has beendeveloped to provide end-to-end solution and hosted at the State Data Centers for delivery of following services throughout the state:
    • Residence Certificate.
    •  Income Certificate.
    • Caste Certificate (ST Certificate, SC Certificate)
    • Solvency Certificate
    • Legal heir Certificate
    • SEBC/ OBC Certificate
    • Certified copy of RoR
  • Application has been well appreciated by Govt. of India. It has been successfully integrated with DigiLocker (for storing eCertificates& retrieval), eTaal (for transaction viewing) and Rapid Assessment System (RAS for citizen feedback) of Govt. of India. Also it has been integrated with the State Application “Student Academic Management System” (SAMS), for online certificate verification by conserned authorities. Also the Application has been integrated with CMS system of GA(AR) Department, enabling Government to view total transactions made for all the services implemented.
  • At present for development of 14 services listed under ORTPSA foreDistrict, has been entrusted to NIC, to be developed using their Service Plus framework. pertaining to following Departments have been entrusted to NIC for development and implementation:
  • Integration with iFMS system of State Treasury is under progress, to enable citizen for availing the service also directly from home.
  • Migration of the presently running services to NIC Service Plus platform is under progress.
