e-Registration

Registration is a major public service delivered by the Revenue and DM Department, Government of Odisha under the aegis of IGR, Odisha. It includes registration of all types of instruments, registration of societies and partnership firms and administration of the duties related to stamp and stamp duty including court fees, etc. The e-Registration project, a comprehensive project of automation and transformation of all 191 Registration offices across the state has been undertaken by Department. The version 2 of the project was lunched w.e.f. 01.07.2017.  A significant capacity in terms of physical and technology infrastructure has therefore been built to implement the project in order to deliver the registration services to the citizens within stipulated time in a transparent and hassle free manner. The project was rolled out in the entire State on 4th of January, 2010 by Hon’ble Chief Minister with the help of OCAC and subsequently handed over to R&DM Department since 01.07.2017.

Objective:

The key objectives of the project are:

  1. To provide hassle free services to the citizens through the use of information and communicate technology within a stipulated time notified under ORTPS Act.
  2. Provide better turnaround times in the receipt, process and provision of all services pertaining to registration

The project is designed and implemented to achieve IT enablement of complete workflow of a Sub Registrar Office in Odisha. This web based application is designed & developed to enhance the productivity of department by reducing inherent delays in registering a deed.

Achievements:

Currently the e-Registration project is being implemented at all the 191 offices across the State of Odisha with the following features

  1. Centralized and Web based Application Software encompassing all kinds of deeds
  2. Market Value Configuration & Automated Property Valuation
  3. Maintain all records in Digital, compressed and encrypted form in a central repository
  4. SMS Intimation to stakeholders
  5. Integration with Land Records database (Bhulekh)
  6. Online issuance of Encumbrance Certificate (EC) and Certified Copy (CC)
  7. Online registration of Partnership firm and Society Registration
  8. Online authentication with Aadhar (UIDAI) and PAN database
  9. Automatic Transmission of Form No- 3 to concerned Tahasil office for suo moto mutation.
  10. Security Audit & SSL Certification for Secured Data Communication
  11. Payment Gateway Integration with SBI e-Pay through Odisha Treasury Portal
  12. Capture of Digital Photo and Biometric Fingerprints of the parties
  13. Integration with Digilocker for downloading registered deed
  14. Central Help Desk & Call Management System

Postal Delivery of Registered Documents to minimize human intervention.
