Student Academic Management System (SAMS) is one of the few e-governance initiatives in the country which has such a wide coverage. It covers academic admission and administration of over 4000 colleges in whole State of Odisha. The project provides a 360 degree approach to all the stakeholders namely – the students, parents/wards, colleges, college authorities, department officials in matters of academic administration. On one hand, the admission process has been made easy and cheap for the students while on the other hand, the workload on the college functionaries has been reduced by cutting out the redundancies. It has also helped in providing several services related to academic administration to the students in quick time. For academic administrators, it provides several analytical reports based on which decisions are being taken.
This integrated Academic Management System provides a common platform for all college admissions across the State through e-Admission and also several e-Services to students in the colleges after admission through e-Administration in a self-sustainable mode.
Launched in the year 2009 as pilot in 60 junior (+2) colleges, SAMS covered all junior (+2) & Degree (+3) colleges across the state in the year 2011 and 2012 respectively. At that time, there were about 1400 Junior Colleges and 680 Degree Colleges and about 3,00,000 students in Junior Colleges and about 1,40,000 students in Degree Colleges took admission through SAMS.
The services delivered to the citizen/students through SAMS are based on 2 major components-
- e-Admission :-
This component caters to various activities pertaining to admission and aims to streamline the overall admission process by allowing online application through common application form (CAF) with centralized selection,Intimating the students through various electronic means, enabling online processing & updating admission information, creating college profile and Backend Integration of Exam result database.
- e-Administration :-
This module encapsulates entire administration process under one umbrella and makes all the relevant information available in well-structured format round-the-clock. It takes care of post admission activities, which involves providing various e-serviceslike Issuance of College ID & Library cards to students, Allocation of subject, sections & hostels, Online form fill up for final exams, Quality Monitoring Tool for effective decision making and managing college infrastructure.
Current Scenario:
Currently, SAMS has covered about 4000 academic institutes under 4 Government Departments (School & Mass Education, Higher Education, Skill Development & Technical Education, Sports & Youth Services) including +2 (Higher Secondary Schools), +3 (Degree Colleges), Sanskrit, Vocational, ITIs (both Govt& Private), Polytechnic (Govt& Private), Teacher Education Courses (D.El.Ed, B.Ed., M.Ed. &M.Plil. etc), and Physical Education Courses with admission for about 8,00,000 seats out of 15,00,000 online applicants.
Under SAMS, Medhabruti Scheme of Higher Education Department to disburse scholarships to meritorious students has been taken up and 24,500 students have been benefitted by this scheme. Vyasakabi Fakir Mohan Bhasabruti Scheme of HE Department has also been taken up under SAMS to disburse scholarships to meritorious students pursuing higher education in Odia language. Provision for online payment by applicants is there in the application.
Since inception a total of 62,73,326 numbers of students have applied online under different categories such as Junior (Higher Secondary Schools), Degree (+3), ITI, Diploma etc. while 42,52,639 numbers of students have taken admission through e-Admission module(till Academic session 2018-19) thereby maintaining a database of more than 42 lakhs students since SAMS is launched.

Accolades/Recognitions
SAMS has now become the de facto standard for admission in the state of Odisha with state-of-the art data centre for the project and is proud of the external recognition received.
The project has bagged a number of national awards, like Indian Express Tech Sabha Award &SkochGovernance Award2015& 2018, Gold Award for ‘Outstanding Performance in citizen centric service delivery’ for 2012-13 in National e-Gov Conference, CSI Nihilent, e-India Jury’s Award in the year 2009 for Best Government Policy Initiative of the year.
